The
minutes of the
APPROVE THE SOCCER COACHES PROPOSALS
The
Executive Committee took the following actions in response to proposals
presented by the Indiana High School Soccer Coaches Association during the
February meeting:
1. Increase the number of regular season games from 16
games to 18 games. This issue is a Board
of Directors agenda item, and will be placed on their
2. All post-season games should be played on the optimal
field size as specified by the National Federation of State High School
Associations. After dis
3. Change the State Tournament from a one day event to a
Friday/Saturday event. A motion to
approve the proposal was made by Dennis Eller; seconded by Phillip Gardner;
motion failed 0-16.
APPROVE THE VOLLEYBALL PROPOSALS
The
Executive Committee took the following actions in response to proposals
presented by the Indiana Coaches of Girls Sports Association during the
February meeting:
1. Teams should be allowed to practice at Sectional and
Regional sites. A motion to approve this proposal was made by Linda Barnett;
seconded by Joseph Trimboli; motion failed 0-16.
2. Scoring for each team should be point-per-play (rally
scoring) to 25 points. This issue will
be addressed by the IHSAA proposal below.
3. The length of a volleyball match should remain the
best 2 out of 3 games. This issue will
be addressed by the IHSAA proposal below.
4. The State Championship Tournament should be a four
week tournament if the number of matches allowed (25 matches, 2 tournaments)
remains the same. A motion to approve
the proposal was made by Dennis Eller; seconded by Lee Lonzo;
motion failed 0-16.
5. Teams should be able to scrimmage another
high school team after at least five days of practice. This issue is a Board of Directors agenda
item, and will be placed on their

Commissioner Searcy presented proposals on behalf of the Exe
Rally Scoring Proposal - The National Federation has requested
that some states participate in a one year experiment with rally scoring in an
effort to gain statistics regarding length of games, matches, number of
substitutions, and the number of net serves oc
1. The home
team selects home court; the winner of the toss may elect to serve or receive.
2. The net serve
shall be incorporated in the game.
3. Substitutions shall be limited to 18 per
game.
4. All varsity matches shall be best three out
of five games. Games shall be played to
21 points; the winning team must win by two points (play to a 25 point
cap). The fifth and deciding game shall
be played to 15 points; the winning team must win be two points.
5. All junior varsity and freshman matches
shall be best two out of three games.
Games shall be played to 21 points; the winning team must win by two
points (play to a 25 point cap).
6 The rally scoring format will be in effect
throughout the 2002-03 regular season and the IHSAA
tournament series.
Warm-Up
Times
1. Junior Varsity and Freshmen
(no change)
Each team shall be limited to 7 ½ minutes
on full court, with the use of the net.
The visiting team shall use the court for the first 7 ½ minutes with the
home team warming up outside the court.
This procedure is then reversed for the second 7 ½ minutes.
2. Varsity
Each team shall be limited to 7 ½ minutes

period, both teams will have an additional simultaneous 2 minute warm-up
period, sharing the net, which is to be used exclusively for serving and serve
reception.

motion to approve the proposal was made by Dennis Eller; seconded by Michael
Necessary; motion approved 16-0.
George Griffith, Exe
1. Change the controlled preseason scrimmage by
designating that the scrimmage to be managed by the participating coaches. The coaches will determine the format for the
scrimmage (I.e. how free throws will be administered, what type of defense will
be used each quarter, whether situation will be used, etc.) The scrimmage will not last more than 2 hours
and 15 minutes.
IHSAA/WIBC/NETWORK INDIANA AS CORPORATE
PARTNERS
Commissioner
Ress presented a proposal for the IHSAA to enter into a partnership with WIBC
Radio and Network Indiana to develop a network that would carry football and basketball
state championship events. A motion to
allow Commissioner Ress to pursue this partnership was made by Lee Lonzo; seconded by Roy Simpson; motion approved 17-0.

Commissioner Craft reported on transfers that have been ruled upon during the
2001-02 school year. This report

received by the Association.
FINANCIAL REPORT
Commissioner
Ress presented the monthly financial report of the Association.
The
following penalties were assessed for various violations of the IHSAA By-Laws:

Ress reported the following action as a result of a violation of the Wrestling
Weight Control Program.
